STATEMENT

National and international assistance before the “genocide” on the part of the Peruvian government started against the people of Cajamarca

Before the imposition by way of force, which so far has claimed the life of four brothers from Cajamarca, perpetrated by the Government of Ollanta Humala, to impose the Conga mega-project rejected by the people of Cajamarca, the declaration of “State of Emergency” on towns of Cajamarca, the violent seizure of the ex-priest Marco Arana and the persecution of key leaders.  The undersigned indigenous organizations, civil society and social groups of Peru urgently ask for national and international assistance and say the following:

FIRST:  We strongly reject and condemn the violent imposition of the Conga mega-project and the genocidal attitude unleashed against humble peasants and rondas of the region of Cajamarca that in the last 24 hours have claimed the life of Eleuterio García Rojas, José Faustino Silva Sánchez, the 17 year old C.M.A., and Joselito Vásquez Jambo (28), more than 21 injured, and a score detained.  This constitutes a flagrant violation of the human rights of the indigenous people who demand in a loud voice the respect and protection of their rights. 

SEGUNDO:  We demand an exhaustive investigation into the seizure of Father Marco Arana who was beaten, ridiculed, mistreated, and led violently by members of the National Police without a warrant, while the social leader was sitting on a bench in the Plaza de Armas in Cajamarca, accompanied by a gentleman and guarded by a police office.  In the same way, we demand that the detention of men and women, including a child on the back, be investigated in a transparent manner.

THIRD:  With regard to the events in Celendin on the 3rd of July, we reject the accusations of the personalities and officials of the government as they claim that the civil population would have shot at police officers; this was denied by Reinaldo Núñez, Regional Director of Health of Cajamarca, in this manner the mass media jointly tries to mount a defamation campaign against the mobilizations for the defense of water and life that has confronted the brothers and sisters of Cajamarca. 

FOURTH:  We denounce that the Government regime has used the “declaration of a State of Emergency” to legitimize with impunity the violation of the rule of law and the taking of life of people in Cajamarca.  The suspension of constitutional guarantees serve to justify arbitrary and violent detentions.  It generates a context in which restricts the right to legitimate legal defense of the victims.

FIFTH:  We demand the immediate cessation of the violence, the creation of conditions for the establishment of a real process of dialogue and the cessation of the persecution of leaders and social leaders, respect for human rights, the immediate lifting of the “State of Emergency”, which has been implemented for the three provinces of Celendín, Hualgayoc and Cajamarca and that legitimizes all the abuse by the police and military force, for which we hold those responsible for the deaths caused accountable to the Government.  

SIXTH:  The repressive model and the criminalization of social protest by Ollanta Humala, has taken the life of 16 brothers and sisters, while the mass media from Lima keeps calling “the dead” without names and last names, and we will not tire of constructing memories, of remembering them and demanding that human dignity is respected.

SEVENTH:  We bring up the need to construct a dialogue that incorporates all those involved in the conflict, that the mining company set aside its pride and bad practices, and that the state, beyond placing conditions, tries to listen to the different parts and develops capacity for direct dialogue, without violence or repression.

EIGHTH: We declare ourselves enemies of violence, in any of its forms, as much in clashing with police forces as with the imposition of a mining project, whose infeasibility is technically supported, with the declaration of a “State of Emergency” to exercise violence and ignore the indigenous people having not consulted them in front of their natural resources.  We are enemies of the violence that the official mass media incites, which celebrates the detentions, the blows of the police, the rain of tear gas perpetrated against defenseless brothers and sisters with children and the elderly who share the need to collectively demand that the right to dignified life be respected.    

NINTH:  We urge all Peruvian people to reaffirm the defense to life as a fundamental principle, social organizations and institutions that work for the welfare of the country and the international community to develop actions that curb the unfortunate trend towards the violation of rights, and for all to act in favor of peace, dialogue, social justice and the defense of life. 

NO TO STATES OF EMERGENCY TO “JUSTIFY” VIOLENCE, REPRESSION, DEATH OF OUR BROTHERS…!

NO TO THE HARASSMENT OF LEADERS, LEGITIMATE REPRESENTATIVES OF THE PEOPLE…!
NO TO THE “OFFICIAL”  PRESS AND MEDIA SIEGE OF THE TRANSNATIONALS…!

NO TO THE CURTAINS OF SMOKE LIKE THE RELEASE OF RÓMULO

NO TO THE USE OF LETHAL WEAPONS ON THE PART OF POLICE AND THE MILITARY IN SOCIAL DEMONSTRATIONS

NO TO THE CRIMINALIZATION OF PROTEST

FOR OUR FALLEN

NOT ONE MORE DEATH

YES TO AGRICULTURE

YES TO LIFE
